Trump Threatens 100% Tariff on Foreign Films, Raising Alarm in Hollywood

President Donald Trump announced on Monday that he would impose a 100% tariff on all films produced overseas and imported into the United States, reviving a threat first made in May. The proposal, if enacted, would mark a dramatic expansion of protectionist trade policy into cultural industries and could disrupt the global business model that Hollywood has relied on for decades.

“Our movie making business has been stolen from the United States of America, by other Countries, just like stealing candy from a baby,” Trump wrote in a post on his Truth Social platform.

While the president framed the measure as an effort to protect domestic film production, it remains unclear what legal authority would allow him to implement such sweeping tariffs. The White House has not provided details on how the policy would work, and questions remain over whether it would apply to co-productions involving U.S. studios or only to fully foreign-produced films.

Major studios that depend heavily on cross-border collaborations have so far withheld comment. Warner Bros Discovery, Paramount Skydance, and Netflix did not respond to media inquiries, while Comcast declined to issue a statement. Analysts warn that the uncertainty surrounding the announcement could weigh on the industry.

“There is too much uncertainty, and this latest move raises more questions than answers,” said Paolo Pescatore, analyst at PP Foresight. “For now, as things stand, costs are likely to increase, and this will inevitably be passed on to consumers.”

Shares of Paramount Skydance and Warner Bros Discovery slipped 2.1% and 1.3% respectively following Trump’s remarks.

Hollywood insiders say the proposal would be difficult to enforce, as modern film production often spans multiple countries. Big-budget movies frequently rely on international studios for financing, visual effects, and post-production. Overseas production hubs such as Canada, the UK, and Australia have become central to the industry, thanks to lucrative tax incentives that draw large-scale shoots.

Beyond financial considerations, the measure could have unintended consequences for American workers. Thousands of U.S. visual effects artists, designers, and crew members contribute to projects filmed abroad, where their work is integrated into global pipelines. A blanket tariff could complicate those collaborations and raise costs for both studios and consumers.

International partnerships have also become increasingly important in Asia and Europe, where co-productions provide access to financing and distribution networks. Industry executives fear that sweeping tariffs might discourage these collaborations, potentially isolating U.S. studios from fast-growing markets.

For now, the proposal remains a threat rather than a concrete policy. But Trump’s willingness to extend tariffs into cultural industries signals a new front in his protectionist agenda, leaving Hollywood bracing for potential fallout.
